For example, assume a pair of shoes costs $50, and with tax the total comes to $53. During a sales tax holiday, the shoes are exempt from the sales tax, so the consumer would expect to pay $50.

An exception would be where there is a negative externality, or societal cost, caused by consumers postponing their purchase. For instance, if an epidemic were raging and vaccines were available but too costly, immediately suspending governmental costs on vaccine purchases could encourage people to move up their vaccination, benefiting society.
